Anti-dumping: DGTR proposes up to $577 per tonne duty on aluminium frame imports.
The DGTR in its document further added that the capacity of the domestic industry was significantly underutilised and the industry was not able to achieve even the projected capacity utilisation .
“Despite underutilised capacities, the domestic industry has not been able to sell the subject goods on account of unfairly priced imports. The performance of the domestic industry with regard to its profits, cash profits and return on investment is dismal," it said.
It further noted that the dumped imports were adversely affecting the prices of the domestic industry.
"The material retardation to the establishment of the domestic industry in India is caused by the dumped imports of subject goods from China. There is no evidence to show that the imposition of anti-dumping duty would materially impact the consumers or the downstream industry or the public at large," it concluded.
It noted that imposition of the anti-dumping duty will not be against the public interest and is required to offset the dumping and consequent injury.
"The Authority considers it necessary to recommend imposition of the anti-dumping duty on the imports of the subject goods originating in or exported from the subject country," it added.
Aluminium frames play a fundamental role in the overall assembly of the solarcomponents from thermal and mechanical tensions as well as provides mounting attachment points.
