India Plans to Stop Importing Pulses by 2028

India, one of the world’s biggest buyers of peas and lentils, plans to stop importing these crops by 2028-29. Finance Minister Nirmala Sitharaman announced this goal in the 2025-26 budget.Deepak Agarwal, head of NAFED (a government body promoting farm products), said this is a bold move that could impact pulse exporters like Canada, Australia, and Brazil. India has already informed these countries that they have five years to adjust.India currently consumes 30 million tonnes of pulses but produces only 25 million, relying on imports to make up the difference. The government is now offering better prices and buying 100% of some local pulses to boost production.Greg Cherewyk, head of Pulse Canada, said India has been moving toward self-sufficiency for years. While demand is still growing due to population and diet changes, Canada may still play a role if there’s a supply gap.India’s daily per-person pulse need is about 70 grams, which adds up to 37.5 million tonnes per year. So, even with self-sufficiency, demand will remain strong—especially as pulses are included in welfare programs.Meanwhile, China is also a major market for Canadian peas. In 2024, China imported 1.39 million tonnes—down from 2.66 million in 2023—due to high stocks and trade issues, including anti-dumping investigations and tariffs.China currently has a 100% import tariff on Canadian peas in response to Canadian tariffs on Chinese goods. Canadian Prime Minister Mark Carney said lifting those tariffs is a top priority.Lastly, UkrAgroConsult’s AgriSupp platform offers data and analysis on grain and oilseed markets in the Black Sea and Danube regions.
